2013 Canada-Wide Development Process Survey Report

Flowing from REALpac's research-based approach to policy development and advocacy, the organization has commissioned a series of Canada-Wide Development Process Surveys to collect information on key elements of the developmental approval process that are of primary interest to the real estate investment industry due to their impact on the timing and cost development. The 2013 Canada-Wide Development Process Survey Report documents the findings of the second survey, which was conducted in the summer of 2013. The ten cities included in the 2013 survey build on the geographic distribution of cities selected for the 2012 survey, and represent key markets of interest to REALpac's Members. The report provides a research based platform for REALpac to develop policy positions that will enable the real estate industry to work with municipalities to build stronger cities that are better prepared to respond to the challenges and opportunities of the 21st century.

2012 Canada-Wide Development Process Survey Report [48 Pages]

The Canada-Wide Development Process Survey was conducted in the fall of 2012 by The Planning Partnership. Ten major cities were included in the survey, with representation from regions across the country, and particularly within key markets of interest to REALpac’s members. Information was collected on development application fees and processing times, infrastructure charges, parkland dedication, and density bonusing and density transfers. The survey also targeted emerging trends that impact the cost and quality of development, particularly in relation to parking requirements for cars and bicycles, transit-oriented development, and sustainable development standards. The resulting analysis, 2012 Canada-wide Development Process Survey Report begins with an overview of the development context, an outline of the survey methods, and includes an examination of the comparative performance of each municipality. It can be seen that some municipalities are leading the way in terms of creating a favourable investment environment in one area, but falling behind in others. Aside from the comparative insights, the survey revealed a number of best practices that may be transferable between jurisdictions. For the most part, the highlighted case studies include examples of how municipalities can provide clear and predictable policies, and how they can cross-align policies to create and a more coherent planning regime for developers to deliver the type of product that is desired.
