On July 11, 2012, Public Works & Government Services Canada made an announcement regardingstrengthening accountability in procurement and real property, an initiative that REALpac supports in its intent. However, our Members have expressed concern that the language used in the package is vague and overreaching to the extent that it may cause landlords to decline participation in an RFP. The language causes serious concern for co-ownership structures, and is ambiguous as it relates to definitions.
REALpac has an inherent interest in working hand-in-hand with PWGSC to ensure the continuation of sound real property related policy in Canada. REALpac believes that PWGSC should work to rectify issues related to its Standard Tender Package, and clarify inconsistencies within this document. Additionally, there also is a need for a materiality test to the infractions referred to and clarification regarding the application of the Lobbying Act to these rules.
